Announcements: A new form of stickies

What if you guys add a new form of sticky?
Like 'Announcements' or 'Important Stickies' for example

Heres how it works:
-Only the head site admin can post them
-Moderators and Lesser Administrators are limited to Stickies

Say, is this a good idea?
