How to get links to work in IE

Links work fine in Firefox and Chrome. IE users nothing happens.
Recreated a couple using IE but, no diff.

I think I need to use $user_agent$ or <?if($USER_AGENT$='ie')?>code<?endif?>

but I don't know where to put it
