That's fine, because we haven't many variants of problem now. Only one - problem is in administrator group.
Let's talk about this:

Are you using any additional codes for admin bar? (e.g. <style> tags, which disappear some tabs from admin bar.)
As you said you don't use <?if?> codes. (Using additional codes for admin bar without <?if?> codes isn't allowed).
Is everything "all right" in Group permissions for admins?

yes now it is alrite..

till yesterday it worked fine... and i didnt add any code today same as it was yesterday..

i will once again check for any codes or scripts and i will let u know..

This doubts me. That problem might be in VIRUS. I'll explain my opinion:

Till today, it worked fine. Today "something happened" and when you are clicking on "forum", it redirects you to .... this link "forum" on which you clicked in your video, is part of $BODY$, so it doesn't matter if you added any code today or not, because you wouldn't be able to edit/delete this link.

Another variant was some scripts, but if you have scripts, they must be working in my computer too.

kshengelia, be so kind, don't reply to problems. I've noticed when
you reply there is huge discussion with useless posts which could be
replaced with 2 - 3 posts by staff. This is a support forum after all.
