Can't modifay Category file

I can not modify Category file, when I try to add new entry it doesn't give me the hand to do it

fatihajoy12, categories can be edited/created in Control Panel -> the module you need -> Categories management.

but when I try to add an entry withoout an image, it doesn't work, and when I want to add an image, it doesn't give me the hand
