I created a page MUSIC in Page Editor>Page Management>Add New Page. Now I want to be able to add categories to that page so I can add songs to every category and also allow users to do the same.
Please Help.

You need to use a module for this function. Such as the publisher module. You can't allow users to upload to a static page.
A module also allows you to create categories that can be chosen when adding a new entry.
