Is there any difference between Site News & Blogs Module ???

ursuletul, hardly. But by having both of them as separate modules it stops site announcements (news) being submitted as blogs.

The differences are little. Like Blog has 1 extra template. Site News have $LAST_NEWS$ code that displays the last news etc.
