Problems with chat box - Access Denied

Title says it all . Only Admin , users and guests can post at the chat box . Please help! (Moderators and Checked cannot post ):)

Hornstar, check Control panel->Users » User groups » Set permissions for all groups->Tag Board->Add new entries. Make the necessary changes and click Save.

Go to users at control panel and click on set permission for all groups then click on tag board and select which user group u want to access chat........Select user groups and save............
