How can I safely transfer code from my main website to a duplicate test site and back again? I would like to be able to do this without "touching" the code. Is this possible?

BBVEG-Brenda, it's not possible to do it without "touching" the code. You have to transfer it manually.

By "touching" the code, I meant not having to change the actual coding in any way.

Basically, we want a duplicate, test site to develop our content, and then be able to safely and quickly move the code over to our main, production site.

How can we do this? What should we take into consideration?

You can't. Only through copy & paste.
