Global Block - Custom HTML & IF codes

Hello guys.
I have asked this question before, and someone answered it - but I can't find the thread in my profile.

First of all, I would like to be redirected to the thread were you guys teach about the "IF" commands (i.e. I want a certain global block to be visible only to certain user groups).

Second is that when I add a global block, I can only choose from certain gadgets, widgets and site elements...
I cannot for some reason add custom HTML as I could in my previous design. Why is that?
If it helps - I use design #927.

Maybe you are using wrong "custom HTML" ? Please explain step-by-step how
you are adding your HTML code to global block and where you are using your
global block. As for "IF", we have thread about Conditional Operators --- Link

On my previous dedesign, when I was adding a global block, I was getting three tabs in the following window:

Now, as you may see, I get none.
To edit the HTML, I must log in to CP and edit trough there.

Thank you very much for the conditional operators - I just did not remember how it was called.
I was searching "Design Customization" from page one to the last page!

What is a "Block" exactly? Just to know for sure.

I can edit the GB, but only trough the "first container" in the CP...

FrEEzE, that's a block not a global block!

Global block is completely different feature which you can use via Customize Design.

The problems occurring for you might be due scripts you are using. Is there any
other script except text position? Try removing some and look if problem occurs.

No custom scripts are on the site.
Basically - Is it possible that the design is simply comes without that option?
Obviously I can't upload a picture of what I mean...
since I don't want to change a design just to check it.

First of all, adding a block using the builder, than Logging in to CP > Customize Design > First Container (or something like that) > finding BlockXXXXX, and editing manually.

P.S. I meant "Very much" back there... some how I actually forgot how to type it dry

Sorry, but I am confused. The writing is from right to left, I wanted code for it.
Maybe that's the problem causing elements to display different. I want to check.

Yup, the site is targeted for Israeli users, so I modified the layer to RTL.

However, I don't think this is what the problem is, since I did the same in my old design too.

You are wrong, this problem occurs due RTL code.

Information inside ajax windows also changes and
block ajax window cannot handle this and doesn't
display the top menu properly. All I can suggest is
you to remove RTL code when you need to modify.
