1. Suggestion concerns: Welcome Message

2. The main point of the suggestion: Give Members a basic rundown of rules and regulations by Private message so they are responsible for knowing rules, and so they can know how to contact an administrator if they are in need of assistance.

3. Argument (why uCoz needs this feature): Ucoz needs this feature because, It is a simpler way to enforce rules and policies in different sites; and it is a way for users to be more familiar to how the site works when they first enter a website.

ZX0, it can not be done automatically with the standard system features. It can be done manually though. And i do not think that such a feature will be implemented in the nearest future.
