No Admin Bar displayed in Control Panel

No Admin Bar displayed in Control Panel (I can't se Admin Bar in Control Panel)

Here I need Help.
when I logging in CP there is Admin Bar is missing. Now I am confused how to enable Admin Bar.

and second problem is File Manager is also not working. When we click to open File Manager, it opens but No Files are displays.

Now pls help me how can I find my files which are stored in File Manager?

Please help me. I am very scared about it. I have stored One special LOGO in File Manager.
