How to apply personal template?

can anyone tell me how can i apply personal template to any page.

NajmatHajar, Control Panel -> Page Editor -> Pages management -> "Edit information" for the page you need -> mark "Apply personal template to the page". Then go to CP -> Customize Design and you will see a separate template for this very page under "Site Pages".

NajmatHajar, your question is not very clear. Your website is available on the Internet immediately after you have registered it.
