Allow Move Thread but Not Edit Thread

I want to be able to let a certain user group to be able to move threads, but I do not want them to be able to edit threads. I go to control panel and check mark the box that lets them to 'Move threads'. The problem is that they can't move threads unless I also check mark the box 'Edit any Threads'.

Is this a bug? or is there a way to make 'Move threads' work without having to allow 'Edit any threads'?

just give them almost the same options as a moderator but don't allow to edit any threads or topics

Thanks for replying, but I don't think you understand the problem. I'll try to clarify. I want the group to be able to Move threads, but move threads does not work without allowing Edit any threads. Move threads option should not have to depend on Edit any threads or at least that's how I want it to be.
