why a being a admin can not remove another person's written messages on forum?

Domiwarrior, you can change the permissions of a user group (including Administrators).

Control Panel (CP) - > Users -> User Groups -> Click the icon on the selected user group you want to edit (e.g. Administrators).
Once you have clicked the icon there will be options you can activate or disable. Once you have finished, click 'Save'.
