i'm afraid that that is not possible for forum
u can only notify Admin about new activity in forum CP -> Forum - Module settings -> Notify the administrator about new entries by e-mail: To busy building a passive income online ;)

TW, You can not notify users about new threads. You can only notify them that there is a new post inside the forum thread. In fact they can do it themselves by checking the box “Enable e-mail notifications about answers “ under their posts.
