I found out biggrin

go to Control Panel-->Users-->User groups-->Set permissions for all groups-->Users-->Search users
and deselect all of them happy

and if you want to see users list page go to this adres www.site.com/forum/0-0-1-35 not this www.site.com/index/15-1
