CP --> Design ---> Design management (templates) -->Site Pages ---> Find

that is the thing you need to find and you need to change #691400 to your colour

If you want that colour to appear on all pages you need to go to

CP ---> Main » Customize design » Quick replacement -> Replacement mode multiline
