Timer that disables posting after a post has been made

Say a user posts a thread or a reply, before they are allowed to post again, they are required to wait a designated time period. Example.

I post a thread.
I wait 60 seconds
I post a thread.

That would be the standard criteria.

Example what would happen if 60 seconds had not passed.

I post a thread
I wait 59 seconds
Error message appears telling how much time left before next post may be posted. so it would look like this: "Error - Please wait (1) second(s) before posting again".
