I saw some sites made with UCOZ where they can have have a user bar at the top of the screen like the admin bar but without the admin stuff how do I make this appear on my site?

Caleb6235, you need to have a user registration like uNet enable , the user bar will not appear when having local user option enabled
go to CP ---> User ---> Module settings --->Allowed methods of users authorization: and use uNet then the bar will appear

Caleb6235, but before you switch to uNet, please take note that you can't go back to Local Users again unless you become a premium user.
