Sticky + Adding subforums

I looked over the one sticky thread and I did everything there but that option still is not showing up. Also how do I add subforums within the forum?

If you want to be able to make sticky threads, make sure you are allowed to in CP->Users->User groups->Set permission for all groups->Forum->Stick threads (important thread). This link might be useful http://forum.ucoz.com/forum/9-979-1
