Is there some function in the uCoz web-making service which allows you to put a shoutbox on the front page?

Would be really helpfull, as you can just post minor things and thoughts in it, whereas a forum, its much bigger.

Windja, you may install the Tag Board module for this purpose: Control panel->folder 'Inactive'->Tag Board.
If you meant just notes (no conversation or smth) you might use any module (like Ad Board or Blog) and make it appear as the Main Page in Common settings
