From what I know of the uCoz system that feature doesn't exist at the moment. As the site's administrator you can set the language in common settings but each site user is unable to do this through use of the uCoz system.
If I'm correct there are a couple of gadgets which can do this but I haven't taken the chance to look at them yet. Hope this helps

If this is a static website - you may just double all the pages in the other language with a help of Page editor. Another option is to create 2 websites in 2 different languages and connect them with a domain (attach domain and create subdomains) |
