You will find more information on that feature at the above thread. As for your question if I have understood you correctly any changes you make to user accounts on the site using that feature are permanent. So no you cannot restor the user accounts you have removed.

SDMTEAM, You can't restore them like Paradox said , its impossible once you removed them.
