Is there any module that has the download file function? That's users can download files (like jpg, png) and print out for use as coupons by themselve?

Hope, the module you are after is the File Catalogue. This allows you to upload files to the server and then authorised users can download the file when they need to.

However, the file manager may contain other files that administrator used for the website. Is there something else can use?

dry I wrote the wrong name. I was meaning the File Catalogue. Apologies about the mistake I wasn't thinking. My first post has been edited to the correct variant.

Are you kidding me? Install File catalog at your website and see it for yourself!
Paradox, was right. Use "File-archive" field. The only thing is that this field can be used not only in File Catalog, but in Online games, Ad Board modules as well. See more about it here: http://forum.ucoz.com/forum/10-13848-1 Continue in the provided thread.
