There's no Administrator bar

I would, but there's no admin bar anywhere. Only the blue color, no ptions in it. I can't upload files, use Bulider option(in the admin bar), nothing because it doesn't exist.

Superstar, go to cp--> User groups--> Set permissions for all groups--> Other and choose which groups have access to admin bar...

if you do not know to go in CP login without admin bar here is the link:

Superstar, What browser do you use ? Give me that Information and also try to Press CTRL + F5 it refreshes your whole browser and loads everything.
