Kev, I am personally not a gaming freak so have no-idea about what you are talking about for the most part with some of your statements (eg 4 & 5). I would advise for you to elaborate on what you are asking next time.

1) It is unfortunately not possible to do so. uCoz is not a file/server-hosting service, it is a integrated Content Management System. (CMS?)

3) Logical folder setup - file manager.
4) I am not sure what you mean by this.

Kev, You can't use a CMS in any way for a Minecraft server, only displaying the servers info (IP, etc).
If you pay for PHP-services, you could use some webplugins, like the minecraft web-map.
Server status also requires PHP, so if you need these, you got to pay for it.
