Maybe your users module is disabled?

Here's a step by step on how to activate it:

Step 1: Go to your cPanel. You can go there by following this URL -- http://yourwebsiteurl/admin -- Obviously, you need to change the text in blue. Change it with your site URL.

Step 2: Check the right side of your cPanel and you'll see the modules. Look for the Users module and click it.

Step 3: The first option on the module settings of the users module would be Activate "Users" module. Check it and you're done.
