Killer_, Control Panel -> Forum -> Management of forums and sections -> click "New forum". The following may also help - http://www.forum.ucoz.com/forum/9-425-1

Killer_, probably you haven't installed it yet. Click on Inactive tab under the list on the left -> click Forum -> Install the module.
