Yes you can but it requires coding skills and here we do not teach coding.

I mean, "Splash" like a video or graphic picture pops up, basically before the home page. And where would we put this coding?

As I said, you need to know basic coding. Where to put code? To avoid splash page to
appear each time you connect 'Home Page', you would have to apply person template.
