I want create more thinks, but when i add some menu or link whrite this Maximum template length is 40000 characters

That's means you can't add any more code. Don't use the visual HTML editor for large changes. It adds lot of unwanted characters.
Always use HTML code.

I want add one more blocks in like chat, menu with links pools.I change in options html but have error?

That's because you probably deleted codes which are needed for builder.
My suggestion is to restore default template and add CS information in a
block via builder. It would look more proper.

And your menus. I hope you used Site Menu Builder.
