A properly situated $POWERED_BY$ is required in order to unblock your site.
what is the meaning ? i dont understand what he is saying to me

Yeah i dint think it was possible to remove them?
I moved mine to the top right hand side of the page and never had a problem? well never had a problem with it Yet that is lol 
-=R0m30=- You must have removed it some how? just add it back and you should be fine
