What to do if I don't want to activate blogs? I want that user adds blog and i don't need to activte it.

NooDle, do you mean blog posts? Go to Control Panel -> Users -> User groups -> Set permissions for all groups -> Blog -> unckeck "Pre-moderate new entries (must be verified)".
