Sunny, i want if member not enough 2 picture in Site Photos Album he not comment in Site New. Do you help me?

nguoichonggia8311, it won't be possible with the help of conditional operators. But can be done be means of the Auto-transfer feature (Control Panel -> Users -> User groups):

Disable the permission to comment news for Users, and enable auto-transfer to Checked for members with 2 posted photo entries.
