Could you improve site search module so search results are affected by tags. For example: Title of entry is "American Idiot" and keywords are "2004".. If user searches for "2004" search results includes entry "American Idiot" even if the title and text doesn't include 2004.

juris1, by keywords do you mean tags? In this case, go to Control Panel -> Site Search -> Module settings, and disable the option Supplement search results by tags with the results of site search.
