Is it possible to create an app for my website users can download and send messages to each other

Soldierheart, you can create a phone app, but uCoz doesn't provide such services. Try to contact an app-maker industry.

Adding to this, however, keep in mind if your website is built on the uCoz system you will need to be creative in your approach if you wish to integrate this service directly with your site - remember you don't have access to the uCoz database, while also your options in terms of direct coding are limited to PHP and the API, so it's an achievable outcome, however, would have to operate from an external source and take quite an amount of time.
