The padlock with a red crossbar appears before my forum address, what does that mean? and how to solve?

That means that you don't have a SSL certificate enabled on your website. Please see more details here: https://blog.ucoz.com/updates/https

All of the users with a paid plan on their websites now have the opportunity to install an SSL certificate and thereby activate the HTTPS protocol.

This option is available for the websites using the following
system subdomains:
*.ucoz.ru, *.ucoz.com, *.ucoz.net, *.at.ua and *.3dn.ru

I have ucoz.org and this utility is only for users with a paid plan!
Have you any free solution?

viander, if you connect a custom domain to your website, you'll also be able to install a SSL certificate (also applies to the free users)

viander, having a custom domain is not only recommended practice, it also brings other benefits, such as being able to connect an SSL certificate. Did you know that if you subscribe to the Optimal plan for a year, you get a free domain (along with other cool stuff - for example, the removal of ads on the website)? See more details here: https://www.ucoz.com/pricing

Once you have a domain you can try using this service to get an SSL certificate for free: https://zerossl.com/ although I haven't tested this on uCoz, so it might not work (the free SSL doesn't work with all web servers).
