Ok im new at this too, but i still know what to do.
type in your website and add "/admin" (ex. http://www.topgamer.ucoz.net/admin) put in your password and then you should be on the control panel for your website. on the left side, click on the "Users" module. then on the far right, click on "lists of users". a list should appear. look for the person you want to become moderator, and look! in the middle, it should say "User" click on the expansion arrow right by this and change it to moderator. then save.
