if i upgrade to premium, and i pay the yearly price and decide to get a higher package, will i have to pay the year again or is it pro rated for the difference

bp, no, you won't have to pay for the year again. You will need to cancel the current package (the remaining funds will be returned to your personal account), add the missing amount to your personal account and then buy the necessary package.
