SONIC, Phantom_of_the_Opera, everything on the internet is protected under the copyright legislation of whichever country it was created in. Please keep in mind that if the site administrator does not wish his design to be copied it is technically breaking a civil law to do so.
 To avoid problems such as this arising the best thing to do is to contact the sites webmaster yourself. It is a custom design as can be clearly seen. I would also advise you look at http://ucoztemplates.com . They are a great provider of free downloadable and installable templates for uCoz sites.

I dont believe that it is his template, as I have seen this template on two other websites. one of the other websites is: http://nfs-clan.ucoz.ru I cannot remember the link of the other website that had this template as well. I really need this template for my website.

SONIC, contact the site administrators of those sites and also have a look through http://ucoztemplates.com
They are not standard designs and normally do not provide support and or assistance with these.
