ucoz.net does have a wildcard SSL certificate, it's just not activated on (www.)ucoz.net. There are several uCoz home page domains that do not have an SSL certificate, the main reason being the lack of support for those particular locales. For (www.)ucoz.net it's probly bc the domain isn't as used as the main ones.
