I have a couple of members who have not been receiving the confirmation email. I wanted to add them as a user myself, but they are unabe to log in with the username/password/email I set because it's not a UID. Please help.

emeraldknightsaard, if you use uID authorization method then they must create uID accounts. They may check the SPAM/Junk folder since sometimes emails may end up there.

Small addendum to what Gromov said: if the messages aren't in the spam/junk folder, please tell us what your users' email provider is.
