You can assign a site moderator or an administrator only via the Control Panel.

Lemur, I agree with Jan. What you are going to need to do is create different User Groups on your site for each different level of moderator and then edit each forum boards settings (Control Panel > Forum > Editing Forums & Sections > Edit Forum) so that the low-level moderators are restricted from accessing the boards.

Lemur, you can have a total of 15 user groups including Guest & Blocked. Jan was saying that you can create an additional 8 user groups to what you originally start with.

DavidJr, you can create as many moderators as you need. Just don't set in the permissions that moderators can moderate only certain boards (Control Panel -> Users -> User groups, the option "Use control functions (marked in red) only in forums where a user is the moderator ").
