It could be that there's a limit so someone wouldn't create too many moderators, but I'm not really sure about that.
Either way, you should be able to just create a new user group with the same permissions as a forum moderator.

DavidJr, I believe you can add as many moderators as you want however a max of only 5 of them will show under the forum description.  Please continue about moderators here: http://forum.ucoz.com/forum/7-3292-1
