The capability "for an entry to belong to several categories at a time" is installed in some certain modules such as File Catalog, Publisher, Ad Board, Online Games, and Site Catalog. You can find such capability and enable it in the Module Settings of each modules in the the Control Panel. This capability or features looks like in the picture below.
