I'm totally spacing...

But how can I set up that mailing list, so I can send out EMAILS to the entire site instead of private messages?

Okay, I found how to install it.

How can I make it so blocked members don't get the email, besides deleting them?

CP -> Users -> Module settings -> remove check mark for "Enable "Awards" feature"

about E-mails i don't know that yet you need to wait for the staff members
