Control Panel -> On the Admin Bar go to 'Paid Services and select 'Paid Services' from the drop-down menu.
You can select the premium package or separate service you require from there. In your case, this should be 'Local Users' or a package that contains 'Local Users'. |

You log into the Control panel of your website by adding /admin to your website and typing in Control panel password. Then you will see all the installed modules in folder "Active". If Users module is not installed, press Install module. And then go to Module settings. There you will see Allowed methods of users authorization.
