Where is or how can I activate The Admin Bar???? (Help I'm new at making websites.)

I've seen and read the threads about the builder, I activated it but I don't have the bar with builder on it as the video shows. sad

please someone help me.

Chron, make sure you logged in to your website as the administrator. And Admin Bar is discussed here - http://forum.ucoz.com/forum/31-2189-1

Thanks guys, I read the threads and noticed that my Problem was that the bar comes up when you go to your webpage not when you go into control panel.
