CP -> Customize Design -> CSS

body {background:#FFFFFF; margin:0px; padding:0px;}
div.wrap {background: url('/.s/t/813/1.gif') repeat-x #fff;}

Red - Background colour. ( http://html-color-codes.info )

h4.block-title {color: #000; margin: 0; padding: 10px; font-weight: normal; font-size: 14pt;}
div.block-content {}

Modify to:
h4.block-title {background:#000000; color: #000; margin: 0; padding: 10px; font-weight: normal; font-size: 14pt;}
div.block-content {background:#000000;}

Blue #1 - Block title background. ( http://html-color-codes.info )
Blue #2 - Block content background. ( http://html-color-codes.info )

Hi again... 813 is the one I want to use.

I need to resize the block-title height, this is to say, the rectangle that content the title, and also the font of the block content.

Thanks!!!!

The height of the block depends on the content. It is dynamic. To set the height go to CP->Design->Design management (CSS)->find:
h4.block-title {color: #000; margin: 0; padding: 10px; font-weight: normal; font-size: 14pt;} Add height: 50px; before this bracket }
You might use your own height instead of 50.

If you meant the mandatory uCoz ad banner - its removal is a paid service. See more about it here: http://forum.ucoz.com/forum/42-13720-78830-16-1308913026

It is not possible. The only changes you can make are with the help of Friendly URLs. See more about them here: http://forum.ucoz.com/forum/37-8302-43745-16-1255524801 This link might be also helpful as well: http://forum.ucoz.com/forum/38-12383-1

Substitute #FFFFFF and #fff with #000

I am not sure I understand which module you are referring to, but there is such feature as "Enable "Comments" feature for the current module" in nearly all the modules. So you may just disable comments for the module you need in CP->Module->Module settings.
Please post your messages in the proper threads. (This one is about design in particular and not comments or registration form). Use search. It is very useful.
