nunutu29, try to change OR into AND, or try to add one more condition, e.g number of forum posts - 1.

nunutu29, now it won't work cause almost none of your users have forum posts, your forum is empty. Forum was just an example, you could put 1 for any other module where your users have activity. I also suggested that you just try to change OR into AND without adding any numbers. And one more question - are you sure the users have confirmed their emails?
