djwarez, there is no such feature allowing you to apply one threads appearance
in all boards, but as Sunny suggested, you could create a section or a board only
for announcements.

I want to track who change the messages on this board and if possible that no one can change a message from a specific topic, because I have problems with moderators can not change the messages and see who it is; help

There is such code as $EDITEDBY$ in Forum -> Appearance of entries template, it shows who and when edited a post. As for specific topics - you can't set permissions for topics, only for boards.

Is there a way where i can move multiple threads from one forum area to another? The moderator options allow me to do this with individual threads only.

DaMoN0326, remove the checkmark for "Use control functions (marked in red) only in forums where a user is the moderator" in Control Panel -> Users -> User groups.
